Cydia 1.1.30 is a bug fix release

Users could not install new purchases

Before deciding to work on a 1.1.29 release, I had been doing some "simple" refactoring for part of a new project, and I did not notice that I broke the ability to install a commercial/paid package that had been purchased but was not already installed. This has been fixed.
