Remove your iOS dock.

NoDock is a tweak that will remove the dock from your iOS device, leaving you with more room on SpringBoard & no more constant apps at the bottom. The extra room can be used for other tweaks, special themes, or simply just the feeling of a ‘bigger screen’.

Basically the 4 general icon rows get spaced apart more. The 4th row ends up being where your dock would normally be. So there ends up being a bigger gap in between the rows.
