There are three posssibilities, depending on the theme you are using. In all cases, though, you'll have to use iFile to navigate to /Library/Themes and then enter the folder of the theme.
Method 1: Carla Widget Lockscreen
Open the LockBackground.html and go down untill you find this line:
var locale = "USNY0996"
Now go to http://edg3.co.uk/snippets/weather-location-codes/ and get the code of your city. Copy & Paste it and you are good to go!
Method 2: Carla GPS LS
This theme supports two ways of setting your Location. In this method you are going to use the automatic one.
Go to Cydia and download "GPS Weather Lockscreen" by crazyvivek. This will install a theme and a new app on your springboard.
Open that app (My Location) and turn on the second switch. It will automatically detect your position and display it in the Lockscreen.
This method is also used with the WeatherFolder theme from Carla Extra Widgets
Method 3: Carla GPS LS
This is the last method and the same you'll have to use with the Carla Extra Widgets package.
Go inside the theme folder and open the Config.ls file (or Setup.ls). You'll see a code of numbers (that's the default location.)
Now go to http://weather.yahoo.com and search your city. In the URL address, you'll see a code of numbers. Copy & Paste it and you'll be good to go!
You can find the .PSD of the icons inside the Carla Icons.theme (in /Library/Themes/).

This is a common problem for themes that replace the Now Playing screen. It won't allow you to toggle between the cover of the album and the volume controls and lyrics.
If you really want lyrics to be displayed, follow this instructions:
- Open iFile or an SSH Client from your computer.
- Go into: /Library/Themes/Carla UI.theme/Bundles/com.apple.MediaPlayer/
- Delete NowPlayingTopOverlay@2x.png & NowPlayingTopOverlay@2x~iphone.png
